There were liaisons and visits by the British to the Philippines before the war. RAF officers assessed the preparedness of the US Army Air Corp in case of war (they didn't really make the grade). There are many mentions of this in this book:

I must look out for a cap! Sam Brown belts are very hard to come by these days or expensive. I must keep my eyes peeled in the street markets and Ex WD stores. Thanks for sharing the photo. ---David
